ArtWorks Alliance – Creative Placemaking Gathering Summary
Our discussion at the ArtWorks Alliance April Gathering in April focused on creative placemaking. We brought together practitioners and advocates of participatory arts from many different places and locations, so we could examine how creative activities can support community development. Led by Katharine Wheeler, the discussion focussed on Embers Handbook that Katharine has recently published through her work with The Stove Network and What We Do Now network. In this post, we will outline the main topics discussed, explore the concept of creative placemaking as discussed during the gathering, and summarise the potential actions identified by participants and facilitators to advance this practice.

Our April Gathering brought together participatory artists and advocates from across the UK and other countries to discuss and collaborate on creative placemaking. The Gathering drew a wide range of individuals engaged in the field of participatory arts, from various regions within the UK to international locales. The gathering was held online, allowing those from distant areas to participate effectively. This setup facilitated a productive exchange of ideas and practices, providing a forum for participants to connect, share experiences, and explore new approaches to community engagement through the arts.
Creative Placemaking, as outlined by Katharine in the Embers Handbook, is understood as a collaborative and community-driven process where arts and cultural practices are used to actively shape the physical, social, and economic characteristics of a community. The approach is centred on empowering communities to craft vibrant and sustainable spaces that reflect their values and aspirations. It emphasises the importance of initiatives being driven from within the community, ensuring that actions are responsive and relevant to local contexts.
As Katharine noted, the handbook highlights the role of creativity in fostering social engagement, transforming public spaces, and enhancing community well-being. Additionally, it advocates for the integration of diverse community voices and perspectives in the placemaking process to ensure inclusivity and equity, underscoring the belief that participatory and collaborative arts practices can lead to meaningful social transformation and enhanced communal life.
Key Themes of the Gathering
Several key themes emerged that underscored the essence and challenges of creative placemaking:
- Community-Led Initiatives: The discussions emphasised the importance of initiatives being driven by the communities themselves. By ensuring that projects are responsive to local needs and aspirations, participants noted that creative placemaking becomes more effective and meaningful.
- Integration of Diverse Perspectives: A core element of creative placemaking discussed was the inclusion of diverse perspectives in the planning and execution phases. Participants highlighted how bringing together varied voices can lead to richer, more inclusive outcomes that reflect the true fabric of communities.
The gathering also provided an opportunity for us to make a deeper exploration of creative placemaking, revealing various dimensions and insights:
- Definition and Evolving Concepts: Participants engaged in thoughtful dialogues about their personal and collective definitions of creative placemaking. These discussions highlighted the evolving nature of creative placemaking as not just an artistic intervention but a comprehensive community engagement strategy.
This was an opportunity to utilise breakout sessions so we could delve deeper into specific aspects of creative placemaking, offering participants a more focused discussion environment, including:
- Individual Contributions: Participants reflected on their personal roles and the unique contributions they bring to creative placemaking. These discussions highlighted the diverse skills and experiences that everyone adds to the collective effort of transforming community spaces.
- Collaboration and Networks: The importance of networks and collaborations was a focal point. Participants shared how their connections with other artists, community leaders, and various organisations enhance their projects, providing a broader support system and richer resources for impactful placemaking.
- Boundary Crossing: The sessions also addressed the concept of boundary crossing, where participants explored the challenges and strategies for stepping into unfamiliar disciplines or collaborating across different cultural and professional sectors.
Proposed Actions and Recommendations
The discussions culminated in a series of actionable recommendations to advance the practice of creative placemaking:
- From Discussion to Action: Facilitators and participants identified specific strategies that could be implemented to address the challenges discussed. These include enhancing community engagement through targeted outreach, utilising technology to bridge communication gaps, and fostering inclusive practices within projects.
- Role of Facilitators and Participants: Facilitators played a crucial role in guiding the discussions and ensuring that all voices were heard. Participants, on their part, contributed insights based on their experiences and expertise, proposing innovative approaches to creative placemaking.
- Supporting Emergent Participatory Arts Practices: The gathering emphasised the need to support and recognise emergent forms of participatory arts. Suggestions included creating platforms for showcasing innovative projects and establishing partnerships with academic institutions to document and study these practices.
The gathering proved to be a highly productive session, bringing to the forefront numerous valuable issues for participatory artists and advocates of place-based arts practice. The discussions were rich and multifaceted, covering a range of topics critical to the advancement of creative placemaking. Participants delved into how community-led initiatives can be effectively implemented, the importance of integrating diverse perspectives to enrich placemaking projects, and the evolving role of technology in the arts.
Overall, the gathering facilitated a meaningful exchange of ideas, strategies, and best practices, providing attendees with new insights and connections that will enhance their work in their respective communities, and we will be looking forward to learning about how our members apply these lessons, innovate in their practice, and evaluate their work so we can learn about applying creative approaches placemaking more widely.
